1.0 INTRODUCTION

1.1 VISION

To drive industry excellence and contribute to national development.

1.2 MISSION

To be the representative, advocacy, lobby, strategy, coordinating, training and research body of petroleum processing, trading, logistics and related service companies facilitating and enhancing stakeholder cooperation in the downstream sector.

2.0 GOVERNANCE STRUCTURE

2.1 MEMBERS

The membership represents the owners of the Chamber with the Annual General Meeting (AGM) being the highest decision-making body.

2.2 THE GOVERNING BOARD

It provides general policy direction and oversight responsibility over the running of the Executive Secretariat.The twelve-member governing board comprises:

(A) Five (5) representatives from BIDECs recording minimum annual sale-volumes of 100,000 metric tonnes;

(B) Three (3) representatives from BIDECs recording minimum annual sale-volumes below 100,000 metric tonnes and all exporters;

(D) The CEO of the Executive Secretariat. The board may co-opt up to three persons as advisors to the board.

2.3 THE EXECUTIVE SECRETARIAT

Serves as the operating arm of the Chamber with the mandate to deliver on the mission under the guidance and directives of the governing board.

3.0 SOME SUCCESSES

1. Advocacy and structuring of BIDEC legacy debt. Secured payment of BIDEC debts from Government of over USD2.5bn.

2. Led the advocacy for the removal of unbudgeted subsidies and the price deregulation of the downstream sector.

3. Developed the conceptual framework for the Energy Sector Levies Act (ESLA) and the issuance of Ghana’s Energy Bonds (ESLA Bonds).

4. Led the advocacy for the enactment of the Ghanaian Content and Ghanaian Participation Policy.

5. Co-advocated and structured the adoption of the low sulphur fuel policy.

6. Publishers of Ghana’s only downstream petroleum Industry Report.

7. Led, negotiated and achieved a reduction in the BIDEC annual license fee effective January 2020.

8. Developed key policy interventions against the proliferation of the illicit petroleum trade. The CBOD has been at the forefront of the fight against the illicit trade.

9. Driving Policy & Regulatory changes [Ghanaian Content & Ghanaian Participation Policy, Deregulation Policy, Oil Loss Control, Rationalization of NPA Licenses, etc.].

10. Effective representation of members on issues of policy, regulations and operations.
11. Successfully resolved over 100 cases of disputes and complaints between members and key industry operatives; these includes government agencies, banking sector and petroleum service providers.

4.0 POLICY AND REGULATORY REPRESENTATION:

The CBOD represents the industry on all key issues of policy and regulation on permanent issues and ad-hoc matters concerning the industry.
